First February meeting at Ayr Racecourse features £11,500 handicap chase

AYR Racecourse stages the first of two meetings this month on Tuesday 10 February – Winter Warmer Raceday.

The six-race card features three hurdles, two chases and a National Hunt Flat Race with the first race at 2.10pm.


The feature event due off at 4.20pm is a two mile four furlong handicap chase with £11,500 up for grabs, and that should attract a healthy field with entries expected from some leading northern yards including those of Nicky Richards, Lucinda Russell (pictured above), Nick Alexander and James Ewart.

Swinney outlines plans to tackle inequality, 
boost the economy and protect public services



Deputy First Minister John Swinney today set out the Scottish Government spending plans to create a fairer and more prosperous Scotland. At the heart of the Budget is the recognition that a strong economy is only successful, if it is underpinned by a society that is fair and equitable.

Setting out the budget to parliament, Mr Swinney said the plans respond to Scotland’s improving economic conditions and would enhance economic growth, tackle inequalities and continue to protect and invest in Scotland’s public services. 

The Finance Secretary also put key public services of health and education at the heart of the budget confirming an increase of £383m in frontline health spending next year and setting out the government’s commitment to our teaching workforce and their key role in raising attainment and tackling inequality with £51m investment to maintain teacher numbers and £20m of new spending to improve educational life chances for all.

The Scottish budget is set against the context of cuts by Westminster to the Scottish Government’s Fiscal DEL budget of around 10 per cent in real terms over five years, including capital spending cuts of over 25 per cent in real terms. 


Mr Swinney set out the following key additions to the original budget today:

• An increased investment in energy efficiency of £20m to provide a total budget of £114m.
• An additional £127m for frontline healthcare in our NHS taking our total additional resource investment for 2015-16 to £383 million.
• A further £10m in addition to the previously allocated £41m of funding for local authorities who commit to maintain teacher numbers.
• £20m additional funding to tackle educational inequality and raise attainment. 
• £15 million held to support prudent management of tax revenues in 2015-16.
• £3.9m to support cycling and walking infrastructure.
• £200,000 to progress the Fair Work agenda. 


Setting out the budget to parliament John Swinney said: “The people of Scotland want to live in a more prosperous and a much fairer country than it is today. 

“This budget is focused on meeting those ambitions, as far as we can within our current powers, by tackling inequality, investing in our economy and protecting and reforming our public services. 

“This budget will see £4.5 billion invested in infrastructure with new colleges, health facilities and schools being built across the country.

“This budget continues our actions to mitigate UK Government welfare cuts with £81m of support and delivers on our commitments to expand childcare and to provide free school meals for all p1-p3 pupils.

“It is also a landmark budget, including for the first time our proposals for the rates and bands of Scottish Landfill Tax and Land & Buildings Transaction Tax, devolved through the Scotland Act 2012 and which take effect for the first time in 2015-16. As a result 50% of homebuyers will pay no tax and over 90% of taxpayers will pay no tax at all or be better off compared to the UK’s current tax rates.

Focussing on health and education the Finance Secretary said: “The health of our population and the education of our young people are two of the most important responsibilities of government and they are at the top of our priorities.

“A vote for the budget today will see an additional £127m of extra spending for frontline healthcare in our NHS. That will take our total additional frontline investment for 2015-16 to £383 million as part of a total NHS budget in excess of £12 billion, and every penny of that money will help our frontline services. 

“The education of Scotland’s children is the key to both their future and to the future of Scotland. Our investment in schools and in teachers forms a critical part of this effort but we can and will do more. When sufficient funding is available to support the employment of teachers it cannot be acceptable that the numbers of teachers declined slightly last year and the ratio of pupils to teachers rose slightly.

“To help ensure delivery of the teacher numbers commitment and in recognition of the general budget pressures authorities are facing I am providing a further £10 million for 2015-16 in addition to the £41 million previously allocated to support this commitment. In order to protect that investment in teacher numbers this total resource of £51 million will only be available to local authorities on a council by council basis if they are prepared to sign up to a clear commitment to protect teacher numbers. Any council that does not make and deliver on that commitment will not benefit from that funding.

“As we signaled in the Programme for Government tackling inequality is one of our key priorities. Too many of our young people have life chances narrowed by circumstances out of their control. Improving opportunities for our children will require focused and targeted action; it will involve providing additional support to our teachers and parents. 

“Today I am announcing £20 million additional funding to improve educational life chances for all and raise attainment. This funding for this coming year will be followed by further funding in next year’s budget and the details of how this additional investment will be utilised will be announced shortly.

“The actions I have taken today demonstrate the values and priorities of the Scottish Government. We drive forward investment in our economy, we protect our NHS, we invest in our young people and businesses and we protect the most vulnerable.”

The following key commitments were also reaffirmed: 

To make Scotland a more prosperous country the budget will:

• Secure £4.5 billion of infrastructure investment in 2015-16 
• Support £330 million of further capital investment in our Scotland’s Schools for the Future programme through NPD funding
• Provide £140 million to deliver 2 new college campuses through the NPD pipeline
• Continue to deliver the most competitive business tax environment in the UK
• Invest £16.6 million in 2015-16 to further take forward recommendations of the Commission for Developing Scotland’s Young Workforce
• Maintain the most competitive business environment in the UK

To tackle inequalities the budget will:

• Drive investment in affordable housing of over £390 million to deliver 6000 affordable homes and £125m of additional financial support for the housing sector.
• Invest more than £300 million over two years to extend annual funded childcare to 600 hours for 3 and 4 year olds and vulnerable 2 year olds.
• Provide additional support for looked after children
• Provide £81 million to mitigate against Wesminster’s welfare reform including the ‘Bedroom Tax’
• Maintain a council tax freeze across Scotland 
• Continue the Scottish Government’s social wage commitments including free prescriptions, concessionary travel and free personal care

To protect and reform Public Services the budget will:

• Increase the health budget to over £12 billion with a funding increase of £383 million
• Invest over £200 million in 2015-16 to help drive integration of adult health and social care
• Support 1000 additional police officers
• Protect the Local Government budget
• Maintain a Scottish living wage for public sector workers covered by public sector pay policy
• Continue the commitment to no compulsory redundancies.


Ayrshire welcomes Chinese Consul General with a traditional Burns Supper

East Ayrshire met East Asia last weekend as Provost Jim Todd and senior officers from East Ayrshire Council welcomed a very distinguished Chinese delegation for a whistle-stop tour of prominent businesses and a traditional Burns Supper at Dumfries House.


Chinese Consul General Mr Pan Xinchun and Madam Consul General Yu Zhili spent Friday and Saturday as guests of East Ayrshire Council, learning all about local cultural heritage, academic, business and industrial achievements, while sampling the best of local produce and meeting prominent business leaders.

The visit started with a welcome to the Dick Institute in Kilmarnock from East Ayrshire by Provost Todd. The party met Andrew Aitken, a Grange Academy pupil, who has recently been accepted to Pembroke College, Oxford University to study Chinese language and culture including politics, society and history. Andrew’s linguistic ability came to the fore as one of the first pupils to benefit from Grange Academy’s Confucius Classroom, one of many set up in schools throughout Scotland, teaching Chinese language and providing opportunities for learning and cultural exchange.


On Friday evening, the party were guests of honour at a Burns Supper at Dumfries House where they met invited guests, including local business people. 


Enthralling entertainment was provided by pupils from East Ayrshire schools including accordionist Kenneth Dunlop from Grange Academy, piper Daniel Johnston from St. Josephs, and singers Kira Alexander and Chloe Walker from Cumnock Academy.


Cameron Hill from Grange Academy delivered a dramatic Address to the Haggis. Ian Lyell from Mauchline Burns Club delivered the Immortal Memory reminding guests that Burns was born in Ayr and died in Dumfries but lived in Mauchline, local poet Rab Wilson made a wonderful Toast to the Lassies and Heather Dunk Chief Executive and Principal of Ayrshire College provided a very witty reply. Guests enjoyed a traditional Burns Supper prepared using local produce and had the opportunity to sample whisky provided by The Lost Distillery Company, a Kilmarnock based business.

Two local textiles companies, MYB Textiles in Newmilns and Lochaven International in Stewarton were the venues for Saturday morning’s tour of the district. MYB has been producing traditional lace since 1900 at their factory in the Irvine Valley. Famed for their own collections, MYB have also worked with a range of well-known names including John Lewis and Hobbs. Recently they have also developed a niche market producing period appropriate interiors for both film and television.

Lochaven International produces Harry Potter knitwear for Universal Studios and works with other international design houses to export their products throughout the world.


Provost Jim Todd (pictured above exchanging gifts with the Chinese Consul General) said: “We were delighted to welcome Consul General Pan Xinchun and Madam Consul General Yu Zhili and show them some highlights of East Ayrshire. Consul General Pan Xinchun is particularly interested in Burns and was delighted when I showed them the Kilmarnock edition and other artefacts in the Dick Institute. He was very interested in finding out about our educational links with China and his meeting with Andrew Aitken gave us a chance to discuss how we can build on our cultural and educational links. He kindly invited me to a concert later in the year at the Chinese Consulate in Edinburgh and I have invited Andrew to accompany me as an ambassador for our schools programme.

“Meeting with some of our business leaders and entrepreneurs at the Burns Supper was a great way to showcase our culture and heritage and Mr Pan has agreed to return at my invitation to have a more in depth tour of East Ayrshire so that we can explore how to build further on our existing links.”


Chic Brodie MSP said: “I am delighted to have been associated in some way with this momentous event for Ayrshire. The opportunities for this long term friendship and entrepreneurship link are immense.”

East Ayrshire’s links with China took a step forward in 2014 with a major investment from UPIC, an investment consortium involving retail, tourism and education from Dandong city in Liaoning Province, who have purchased Glaisnock House in Cumnock as a base for a Culture & Enterprise centre. A number of local businesses already export to China and the connections established through the Council’s education programmes provide a strong foundation on which to build and attract further investment.

Earth Hour Award for South Ayrshire Council

Ahead of WWF’s annual Earth Hour on Saturday 28 March 2015, South Ayrshire Council is celebrating after being named as joint winner, along with Highland Council, of the WWF’s Earth Hour Local Authority Champion for 2014.

WWF’s Earth Hour is a global event and last year saw hundreds of millions of people around the world take part to raise awareness of climate change.

The award recognises the Earth Hour activities in 2014 arranged by the Council, including switching off feature lighting on many the area’s most iconic landmarks, a ghost walk around Ayr, golfing in the dark at Troon and a cycle around Ayr. Employees, partners, community groups and local businesses across South Ayrshire all signed up to switch off and support Earth Hour.   

Councillor John McDowall, Sustainability and Environment Portfolio Holder for the Council,  accepted the award from Lang Banks, Director of WWF Scotland. 

Speaking about the award Councillor McDowall said: “This is the third year in a row South Ayrshire Council has been given this award for its commitment to Earth Hour.

“I would like to thank everyone in South Ayrshire who took part. The way people embrace the activities shows that the people of South Ayrshire recognise the challenge that a changing climate poses to our planet.

“Every year people celebrate Earth Hour in different ways, by switching off lights, attending organised events, holding Earth Hour parties or looking at ways that they can save energy all year round.

"This year, we'd like to see more people than ever before in South Ayrshire make their own champion effort to switch lights off for an hour between 8.30pm and 9.30pm on 28 March 2015.”

Lang Banks, Director of WWF Scotland, said: “In naming South Ayrshire Council our joint Earth Hour Champions for the third year running, I’m absolutely delighted to be able to recognise the ongoing and fantastic commitment of the Council and its residents to protecting our brilliant planet. We look forward to working with our three-times crowned Champions for Earth Hour 2015.”

This year's Earth Hour will take place on Saturday 28 March 2015. It is a powerful way to highlight that climate change is one of the most serious threats to our planet.

Scotland and Northern Ireland outperform rest of UK housing market

RICS UK Residential Market Survey, January 2015

Scotland and Northern Ireland’s housing market outperformed the rest of the UK in January, with more buyer enquiries, stronger price growth and higher confidence in  outlook, according to the latest RICS UK Residential Market Survey.

While nationally, the number of potential new buyer enquiries fell for the seventh consecutive month, Scotland saw the greatest buyer interest with several respondents suggesting the new Land and Building’s Transaction Tax (LBTT) will prompt more first time buyers to get on the property ladder. 

Meanwhile, Northern Ireland’s housing market witnessed the strongest price momentum for the fifth consecutive month, with 47% more respondents reporting increases in prices. However, the national results, which are based on England and Wales only, continue to signal a cooling market and price growth has all but levelled off with just 2% more surveyors expecting prices to increase over the next three months (its slowest pace since May 2013). 

Sarah Speirs, Director RICS Scotland, commented: “The changes to Stamp Duty and pending introduction of LBTT in Scotland are, to varying degrees, providing an incentive to first time buyers, but there remain a number of challenges to market, such as ongoing affordability constraints, lack of stock and an air of caution in the run up to the general election. 

“Overall, while the RICS lead indicators suggest the level of housebuilding looks set to increase over the course of 2015, the volume of home starts will still fall considerably short of the number of new households being formed, let alone making a dent in the historic shortfall of housing across all tenures.” 

Within England, London market conditions continue to deteriorate with prices, buyer enquiries and sales falling. The latest data shows 49% more respondents saw prices in the capital decline and the short-term confidence outlook is negative, despite the longer terms sales outlook being more upbeat. 

Thomas Baird MRICS, Select Surveyors Ltd, Glasgow, commented: “We are optimistic that 2015 will show continuing signs of recovery in the residential market and January has already seen a positive number of home report instructions.”

In the lettings market a net balance of 10% more respondents reported a further rise in tenant demand in Scotland during the three months to January, while supply appears to be dipping once again.

Across the UK, despite a month in which mortgage approvals fall to their one of their lowest levels, the number of agreed sales showed a slight increase in January (up from 19.1 to 19.7) and the 12 month member forecast is more optimistic around activity levels with 48% of surveyors still expecting sales to rise.



Ayrshire sports facilities get defibrillators

Visitors to South Ayrshire Council sport and leisure facilities will soon have access to new lifesaving defibrillators, thanks to investment of £12,000.

Sixteen defibrillators are to be installed in all Council sport, leisure and golf sites – with staff trained and ready to use them from 1 April this year.

Sudden cardiac arrest is a leading cause of premature death, but with immediate defibrillator treatment, many lives can be saved.

Councillor Bill Grant, Economic Development, Tourism and Leisure Portfolio Holder for the Council said: “We know the difference having this equipment on site can make and we know it’s something our communities have been looking for. I’m delighted this lifesaving equipment will be available in every Council sport, leisure and golf facility.

“There’s no doubt that defibrillators can save lives and, while we hope there’s never a need to use them, their availability provides a significant degree of comfort, confidence and reassurance for our customers.

“Our staff will be fully trained to use the equipment when needed, giving people who experience cardiac arrests the best chance of survival until paramedics or other trained medical staff can attend to them.”

Defibrillators can resolve an irregular heart rhythm what most of us know as a cardiac arrest, when there is a sudden problem with the heart function. When the heart loses its normal rhythm it is unable to generate blood pressure and without that the brain soon shuts down. This is where the defibrillator can help.

Councillor Grant concluded: “The defibrillators are a new and welcome dimension to our customer care. After cardiac arrest, time is of the essence and having   access to a defibrillator will make sure every second counts.”

An alternative to austerity

Scottish First Minister Nicola Sturgeon sets out 
plan to put fairness at the heart of economic growth

Scotland’s First Minister Nicola Sturgeon has set out an alternative plan to tackle the economic deficit, by putting fairness at the heart of economic growth, increasing investment and maximising the skills of Scotland’s population. 


In a major economic speech at University College London, the First Minister (pictured above) said there should be no “trade off” between reducing the deficit and having a fairer society, with a clear link between economic growth and reducing inequality. 

Ms Sturgeon highlighted how successful economic policies such as gender equality and the living wage “have a sense of fairness at their heart” and help grow the economy by ensuring that Scotland maximises the skill and innovation of all its people. 

The First Minister set out an alternative to austerity, and said that real term increases in government department spending, limited to half a per cent each year, would see debt reduce as a share of GDP over four years, but allow a further £180 billion investment in infrastructure, skills and education to further boost the economy. 

The First Minister also renewed her calls to scrap the renewal of Trident, with the £100bn savings over the next 35 years to be invested back into public services. 

The First Minister said: “The Scottish Government has balanced its budget every single year and that’s something which has required genuinely tough decisions. But by and large, we’ve carried people with us because the policies we’ve adopted have clearly had a sense of fairness at their heart. 

“In terms of the UK economy, we believe that debt and the deficit should be reduced as a percentage of GDP but more gradually than either of the largest UK parties is proposing. 

“For example, if you limited real terms growth in departmental spending to half a per cent each year it would reduce debt as a share of GDP in every year from 2016-17. But it would also permit a further £180 billion of investment across the UK over the next four years. 

“We could protect the infrastructure, education and innovation which will support sustainable growth. And we could take a different approach to the crude cuts that reduce work incentives and impact directly on disabled people and families with children. We could manage the deficit down, without destroying the social fabric. 

“We could also release savings through some more straightforward choices. Deciding not to renew Trident, for example, would save around £100bn, at 2012 prices, over the next 35 years. That is money that could be - and should be - invested instead in health and education.

“By taking a different approach - by offering an alternative to the austerity agenda - we would ensure that fiscal consolidation is consistent with a wider vision of society. A society which strives to become more equal, as part of becoming more prosperous. 

“We simply don’t accept that there’s a trade-off between balancing the books and having a balanced society; fairness and prosperity can go hand in hand. It’s basic common sense that as a society, we will do better if we can benefit from the skill, talent and innovation of all of our people.

"But there are other reasons too. Higher incomes would increase demand and boost the revenues needed for investment in infrastructure and education. More equal economies are more resilient and less likely to depend on borrowing and credit.” 

The First Minister continued: “But one thing we’re already very clear on, is that we see the private sector as being an essential partner in all of this. They are not only vital to but will also benefit hugely from helping to build a fairer society. And so we’re also encouraging and supporting business to contribute to a fairer society – because that’s clearly in their own best interests.

“Gender equality is a good example of that. The Scottish Government is leading by example – the Scottish Cabinet is one of only three in the developed world to have a 50/50 gender split. But we’re also launching a major drive – called 50/50 by 2020 – to encourage gender equality in public, private and third sector boardrooms. 

“And we have a clear focus on the quality of work – people’s experience in the workplace. The Scottish Government already pays the living wage to all our employees; and we’re using procurement policy, where we can, to encourage its use in all public sector contracts. Now we are funding the Poverty Alliance to run a scheme for accrediting living wage employers. 

“Essentially, we are appealing to companies’ sense of enlightened self-interest. In doing so, we are encouraging them to commit to good business practices - such as innovation or internationalisation - and to good employment practices; such as the living wage, gender equality or supporting workforce engagement. 

“So we will make the case for a more rational economic policy at Westminster. And we will use the powers we have in the Scottish Parliament to pursue a different approach; one based on partnership, fairness and prosperity.”



AIR TRAFFIC CONTROL AND SMALL UNMANNED AIRCRAFT (DRONES) ARE THE TOPICS AT NEXT ELITE AYRSHIRE BUSINESS CIRCLE MEETING

After 37 years in the aviation, Eddie is setting up a new company, Advanced Aerial Media Ltd. The new company will be using Small Unmanned Aircraft (drones) in order to provide video photography services,

Now is the time for farmers to assess cash needs and consider restructuring debt

The beginning of the year is typically the time when farmers take stock of their finances - often in readiness for the annual bank manager review. Given the generally poor outlook for farm-gate prices especially in sectors such as potatoes and dairy, the task this year may not be one to be relished.


“Finding the time to properly assess the financial status of the business and knowing where the cash pinch-points will be in the future could be the difference between success or failure for some”, says Robert Taylor (pictured above), partner in charge of AMC agency at CKD Galbraith, who offers the following advice.

Be realistic and budget honestly

The first imperative is to budget honestly and be realistic with your projections and assumptions. Being over-optimistic on your calculations will not serve you well when it comes to the reality of your cash flow and the requirements for working capital.  How much will you need and when? What will this mean to your overall debt position and how will you manage this in the best interests of your business?

“Hope for the best” or take the time to plan for the longer term

For some, the impetus for planning ahead will be to “trade through” the next few months. This may mean some “fag packet” calculations, arriving at a reasonably sensible figure, speaking to the bank manager and adopting a “hope for the best” outcome. It’s a strategy, but ultimately could be a costly one. However, the chances of having to do it all again in six months’ time, and with a poor set of accounts is likely to be high.

Others will invest the time to more fully consider all the key financial drivers of their business. This could include the short to medium term cash needs, say for the coming year, but may also include the need to invest in the business over time. Whilst the appetite for this may be low, the reality is that even some level of on-going capital investment will be needed for the business to succeed.

When a realistic assessment of cash need is done it’s time to consider the total level of debt and how this can best be structured. With cost management high on the agenda, knowing the total monthly or annual cost of borrowed money becomes a key consideration and one that informs the best option for the business for the future.  

The overdraft is an obvious starting point but there are other, more secure, alternatives that could provide breathing space for the business to trade successfully through a tough time. 

Re-structuring hard core debt over a longer period

A long term loan from AMC can provide a way to repay existing hard core debt over a long term, up to 30 years. Loans can be structured to suit your particular circumstances including interest only or repayment terms at variable or fixed rates of interest. Once in place the loan is un-callable (and can be passed across generations) so long as loan commitments are met. Interest rate margins are agreed for the term of the loan and there are there are no annual reviews.

Guaranteed working capital

The AMC Flexible Facility provides a secure source of working capital for a period of 5 years during which time the only person that can ask for the agreement to be changed is you, the customer. It operates on a similar basis to an overdraft and as cash flow needs alter throughout the farming cycle funds can be drawn down and then repaid and then drawn again over the 5 year term. Once in place there are no annual reviews and the loan margin and annual facility fee are agreed at the outset applies for the full five year term and interest is only charged on the amount drawn.

Scottish employment level at record high

Unemployment level falls to below 150,000 for first time since 2009

The number of people in employment in Scotland has reached a record high of 2,625,000, according to Labour Market Statistics published by the ONS covering the period October – December 2014. These figures also show the level of unemployment fell by 15,000 over the quarter and has now reached below 150,000 for the first time since 2009.


Deputy First Minister and Finance Secretary John Swinney welcomed the latest figures that show:

• Scotland is outperforming the UK with higher employment, lower unemployment and higher participation rates
• Youth unemployment fell to its lowest level and rate in five years, whilst youth employment increased over the year
• Inactivity rates are at the lowest on record at 21.3%
• Female employment increased by 20,000 over the quarter to 1,301,000 - the highest female employment level on record
• The female participation rate is also at a record high of 75.5 per cent, above the UK rate of 72.5 per cent


The Deputy First Minister said: “Today’s figures are hugely encouraging and demonstrate a robust, more inclusive and active Scottish workforce supporting our economy which in itself is going from strength to strength. We must remain absolutely focused on continuing to deliver those better economic prospects and vigilant about challenges within different sectors of the economy.

“Scotland is outperforming the UK on all three headline labour market indicators with employment continuing to increase and unemployment down. We have moved up two places in European youth unemployment rate comparisons at a time when we strive to create not just more, but better, jobs for those living in Scotland.

“Unemployment is now back to levels not seen since 2009 as the Scottish economy continues to recover.

“Female employment and participation are both at a record high, and above UK rates. The gap between male and female employment rates in Scotland has shrunk to a record low of 4.0 percentage points – compared to 9.5 percentage points in the UK. Not only is the employment rate in Scotland higher, we are also seeing more women in employment.

“This clearly demonstrates that the Scottish Government can do much to secure economic growth, tackle inequality and protect public services within the limited powers we have, but we want to – and can – do more.

“UK Government proposals for the devolution of support to the unemployed fall well short of what was promised, hampering efforts to address joblessness by devolving only a section of the current support network and leaving important levers to support people as soon as they become unemployed in the hands of UK ministers.

“We will be working closely with stakeholders to ensure these proposals are improved for Scotland and that they reflect the views of ordinary people.”

The Deputy First Minister continued: “The Scottish Government is committed to working with a range of partners to support all of Scotland’s young people towards and into employment. And it’s encouraging to see the youth unemployment level and rate fell to their lowest in five years, whilst the youth employment level increased. While we are approaching the pre-recession level of youth unemployment - a good benchmark - we have ambition to see this go much further.

“I strongly believe the public sector should lead by example and take forward the recruitment and training of young people by engaging with the education system to provide development opportunities for young people. Organisations such as Scottish Enterprise who are achieving the status of Investors in Young People set a good example and I hope to see more public sector bodies following their lead.”


58 new South Ayrshire Council homes

58 ideal homes for South Ayrshire Council tenants are being created at Lochside in Ayr. Modern, bright, energy efficient and set in carefully landscaped areas, homes and a community to be proud of.

The Lochside homes costing £6 million will be the Council’s fifth new affordable housing development and is supported by Scottish Government funding.

This marks the start of a £15 million investment in new affordable housing across South Ayrshire over the next two years where the Council will work in partnership with the Scottish Government. 

Councillor Philip Saxton, Housing and Customer First Portfolio Holder for the Council said: “The result is a multi-million pound housing development that tenants can be proud of. These new houses reflect exactly what the people of Lochside want and we know that because we asked them.”

The new housing development comprises a mixture of flats, bungalows and cottages to meet the needs of different tenants. All the homes will be built to ‘Housing for Varying Needs’ standard and will be adaptable to accommodate the changing needs of tenants over the course of their lifetime. All the units will be modern and of a high quality and all will be highly energy efficient, making them affordable for tenants to heat and maintain.

The new development will be set within a bright and spacious streetscape with newly landscaped areas and connecting roads, which will improve the appearance of the area for local residents.

Jane Armstrong, Lochside Neighbourhood said: “This is a great thing for the people in the area and a great opportunity for local people. We have had our say on the overall design of this new housing development and have been delighted to work alongside services working in the area.” 

Councillor Saxton concluded: “The Council is committed to building new homes that meet the housing needs and aspirations of our tenants and these high quality modern energy efficient homes will do that.

“These new homes are a direct result of us working in partnership with the local community to bring about this ambitious housing development.  For the new tenants, whether returning to Lochside when the houses are complete, or relocating there the future is bright.”

The Great Tapestry of Scotland is coming to Ayr Town Hall

People from all over the west of Scotland and beyond will soon be able to see The Great Tapestry of Scotland when it comes to Ayr Town Hall. One of the UK’s largest ever community arts projects, and the longest embroidered tapestry in the world, it is a spectacle not to be missed at the free exhibition from Easter Saturday on 4 April to 31 May 2015.

The brainchild of acclaimed author Alexander McCall Smith, the tapestry traces the history of Scotland from the formation of our landscape millions of years ago, across every peak of Scotland’s history, into the 21st century. Naturally three of Ayrshire’s greatest heroes, William Wallace, Robert the Bruce and Robert Burns, have their own dedicated panels of the tapestry.

James Knox, Chairman of Ayr Renaissance, who was responsible for bringing the tapestry to Ayr said: “This is a great moment in the regeneration of the heart of the town. It is a real coup to get the tapestry to the town hall, where it will attract hordes of visitors keen to see one of the most amazing artworks ever created in Scotland by Scots of Scots for Scots.” 

Councillor Bill Grant, Economic Development Tourism and Leisure Portfolio Holder for the Council said: “The Council and Ayr Renaissance are working closely to make this an outstanding event and to ensure as many people as possible see it.  

“If you are handy with a needle and thread, interested in Scottish history, or simply want to visit a unique free exhibition, then make sure you visit The Great Tapestry of Scotland while it’s in Ayr Town Hall.

“With 160 historical panels each depicting a moment from Scotland’s past up to the 21st century, and created by skilled needlework enthusiasts, it will be a stunning sight. I know that I will be visiting more than once.”

The Great Tapestry of Scotland, reflects 420 million years of Scottish history. It took 1,000 stitchers, 50,000 sewing hours, 300 miles of yarn and took 160 panels to complete it. 

Best-selling author Alexander McCall Smith, together with historian Alistair Moffat, artist Andrew Crummy, and stitch coordinator Dorie Wilkie, created the design for the tapestry. Stitchers then translated the artwork into a colourful, skilful and textural depiction of the history of Scotland. 

There were some unforeseen challenges such as how to embroider a severed hand and deciding what colour an Indian elephant’s eye is. 

Alexander McCall Smith said: “The creation of this wonderful tapestry has been an experience of sheer joy. Not only has the team of artist and stitchers created a stunning record of Scotland’s history, but the project has brought together hundreds of people in all parts of Scotland in joint artistic endeavour.”

Councillor Grant concluded: “I am delighted that we will be hosting The Great Tapestry of Scotland at Ayr Town Hall. It took skill, imagination, determination, vision and millions of stitches to create and I congratulate everyone involved in the project.”

There will be a number of community and art activities organised to coincide with the exhibition, with details currently being finalised. 

So far over 210,000 people, with over 10,000 viewing it in the first two weeks have visited the exhibition at Stirling castle and when it comes to Ayr visitor numbers are expected to continue to be high.

First weekend racing of 2015 at Ayr Racecourse

WEEKEND racing comes to Ayr Racecourse for the first time this year with the Fab Friday Raceday on Friday 6 March, followed by Saturday Jumps Raceday on 7 March. 

On Friday the highlight is Coral Scottish Grand National Festival 17/18 April Handicap Chase over two and a half miles with £12,000 in the prize-pot and the main support is the two mile hurdle for the coveted James Barclay Challenge Trophy.  

Saturday’s meeting features the First Class Hospitality At Ayr Racecourse Handicap Chase for the Hugh Barclay Trophy as well as the two mile four furlong Handicap Hurdle for the Ayrshire Yeomanry Cup. 

It’s the last meeting at Ayr before the Coral Scottish Grand National Festival on 17 April and 18 April. 

Meanwhile at Ayr last Monday 23 February, Lucinda Russell continued her fine run of form saddling Nod Deal to win the Play Casino At BetVictor.com Handicap Chase for jockey Peter Buchanan. 

Lucinda, Scotland’s leading jumps trainer, is hitting form at the right time and is aiming to beat last season’s record total of 66 winners. 


The biggest shock of the afternoon came when Just Cameron (4/1) (pictured above nearest the camera), trained by Micky Hammond and ridden by Joe Colliver beat 1/3 shot Duke of Navan to win the two mile novices chase – a huge shock with only the bookmakers cheering on the winner.

The BetVictor.com Handicap Chase was won by the Rebecca Menzies trained, Tony Kelly ridden Chavoy, the 3/1 favourite. 

Scimon Templar landed the BetVictor Handicap Hurdle over two miles for trainer Pauline Robson and jockey James Reveley.

New international research outlines opportunities 
for Scotland’s oil and gas sector

New international research confirms Scotland’s global position as a world leading training ground for the oil and gas sector.

The Scottish Enterprise survey of senior global industry figures shows that 74 per cent believed Scotland was one of the world’s leading training grounds for the industry, with 71 per cent agreeing that Scottish employees are some of the most dependable in the sector.

The research looked at the views of more than 260 senior industry leaders from businesses employing approximately 2.2 million people across the globe.


Welcoming the findings, First Minister Nicola Sturgeon said: “This poll comes at a time of change for the global energy sector. Turbulence in the oil markets is leading to some uncertainty about future work flows, but these results reinforce the value that Scottish businesses deliver to partners, particularly in deepwater and offshore exploration areas.

“More than two thirds go further, endorsing Scotland as a provider of training and development opportunities. And a similar number also commend Scottish expertise as either important on a day-to-day basis, or essential in achieving a company’s overarching objectives.

“Decades of innovation, cultivated in the North Sea, are being deployed globally and transferred to new and emerging exploration and production locations around the world, including West Africa.

“Our objective is to make clear that Scotland’s oil and gas wealth is not just in the resources that we extract, but the expertise that we have built up. We are working with the industry to continue to strengthen Scotland’s position as a global leader in the sector and these figures mark further growth in this important part of our economy.”


David Rennie, Head of the International Oil & Gas Sector at Scottish Enterprise said: “This research quantifies what we’ve long known and heard – that Scotland has a world-leading reputation when it comes to developing skills and experience in the oil & gas industry.

“The opportunity is therefore for Scotland to further build on the strengths we know we have when it comes to career development and progression, and use them to tap into more opportunities for both our people and our oil & gas supply chain at a global level.”


Commenting on the findings, Melfort Campbell, Chairman & CEO of IMES Group and Chair of the Independent Expert Commission on Oil & Gas, said: “It is essential that Scotland maintains its competitive edge in oil and gas and these new figures highlight, reassuringly, the value that our supply chain continues to create, as well as identify a number of strategic opportunities and challenges that can be developed further. People across Scotland are being encouraged to make the most of fresh and in-season local food with the launch of the Scottish Government’s Food Provenance ‘Happier Mealtimes’ campaign.

Launched by Cabinet Secretary for Rural Affairs, Food and the Environment Richard Lochhead, the Food Provenance ‘Happier Mealtimes’ campaign champions the eating and sourcing of fresh, in-season food, which is nutritious, tastes delicious and also has environmental benefits. The four-week campaign also provides advice on how to find and use these foods, including easy to make, tasty recipes from some of Scotland’s leading chefs and food organisations.

First Minister announces campaign to get 
more females into Modern Apprenticeships

A new campaign aimed at promoting Modern Apprenticeships as career options for young women has been announced by Scotland’s First Minister Nicola Sturgeon.


The ‘You work, You learn, You earn’ campaign will highlight the range of opportunities open to young people and encourage them to consider MAs in roles traditionally regarded as male dominated.

Last year (2013/14) 41 per cent of the new Modern Apprenticeship starts were female and the new campaign, delivered by Skills Development Scotland, will use three female Modern Apprentice role models to inspire others to use this career path.

Skills Development Scotland works closely with employers, such as GSK, to highlight the benefits of Modern Apprenticeships.

First Minister Nicola Sturgeon, on her 100th day in office, met six female MAs during a visit to GSK in Irvine where they work in a variety of roles, from laboratory scientists to instrument engineers and manufacturing.


The First Minister said: “Economic growth is crucial to any country and in Scotland we want to see growth that is balanced and involves everyone, which is why we want more women to enter the labour market.

“There are more women in work than ever before but we must continue to ensure they contribute fully to Scotland’s economy by opening up job opportunities across the employment spectrum.

“One way of stimulating that growth is by addressing the gender gap in Modern Apprenticeships. For too long certain industries have been dominated by men, but we want to haul down the barriers, real and perceived, that have restricted women from entering these sectors. 

“As we embark on the expansion of our successful Modern Apprenticeship programme, with our commitment to provide 30,000 new opportunities each year by 2020, we need to ensure that more young women are aware of the tremendous opportunities that a Modern Apprenticeship provides to learn while you earn. It is important that our young people see the full range of options available to them – not just those that are traditionally seen as jobs for men or for women.

“I want young women to be inspired to be mechanics, scientists or look at engineering as an employment option. This campaign will focus on removing those preconceived notions and will encourage young women to follow a career path which excites them.”

Skills Development Scotland chief executive Damien Yeates, said: “Modern Apprenticeships provide great opportunities for young people to work, learn and earn.

“By highlighting the stories of female apprentices we want to inspire young women to consider Modern Apprenticeships and work-based learning as valuable career options.

“We are also encouraging employers in growth sectors to take on apprentices to ensure they have the skills for the future and to provide more opportunities for young people.”


GSK’s Irvine site director Alastair Leighton said: "Over recent years we have taken on an increasing number of apprentices as part of our investment in ensuring we have the skills we need for now and the future. I continue to be impressed by the quality of young people joining our apprenticeship programme from our local area.”

Kirsty Hogg, an Instrument Engineering Apprentice at GSK is studying full time at Forth Valley College, said: “The apprenticeship route was always an option that made sense for me. I get to combine a college education and on-the-job training, while developing practical skills in engineering.”

New Girvan Harbour works commence

There’s some great news for Girvan and South Carrick this week as work on the much anticipated landside facilities gets underway at Girvan Harbour.

Scheduled for completion by summer, the exciting development builds on the success of the marina’s pontoons, installed in 2013, which have already been a welcome boost for the town’s tourist potential as a sailing destination.

Representing an investment of just over £465,000, the new landside facilities will further enhance the marina, offering separate rest facilities for pontoon users and fishermen, public toilets and a modern harbourmaster’s office.

It comprises grant assistance of £132,000 from the Argyll & Bute and South Ayrshire Fisheries Local Action Group (this project is being part-financed by Axis 4 of the European Fisheries Fund 2007-2013 Programme) with the balance from South Ayrshire Council.


Welcoming the start of works, Councillor Bill Grant, Portfolio Holder for Economic Development, Tourism and Leisure said: “This is brilliant news for Girvan and marks another significant step towards making the harbour area a first-class leisure and tourism hotspot.

“Working in partnership with the Ayrshire Roads Alliance, this investment reflects our on-going commitment to support Girvan’s fishing fleet, to promote the town as a port of call for visiting sailors and to help transform the harbour into an attractive area for local residents and visitors.

Michael McBrearty Chief Executive of Hub South West Scotland Limited, who are managing the delivery of the project, added:  “We’re delighted to be working in partnership with South Ayrshire Council delivering improved local facilities for Girvan.
